The Legislative Evaluation and Accountability Program (LEAP) Committee was created by the Washington State Legislature in 1977 to be the Legislature's independent source of information and technology for developing budgets, communicating budget decisions, tracking budget expenditures, consulting with other legislative committees, and providing analysis on special issues in support of legislative needs. The Local Government Finance Study report presented to the Legislature in 1997 and the annual updates to the study data available on this website provide an example of a special study undertaken at the request of a legislative committee. The LEAP Committee's authorizing legislation can be found in RCW Title 44 Chapter 48. |
